At the Pentagon, Barry established and led the cybersecurity program for a newly formed defense organization, helping build the policies, processes, and governance structures needed to support secure operations. At the Department of Homeland Security headquarters, he served as a cybersecurity and risk advisor across multiple mission areas, leading remediation initiatives, strengthening security programs, and briefing executive leadership on matters affecting organizational risk and resilience.
Prior to his civilian career, Barry served in the United States Navy, supporting meteorological and oceanographic operations and information technology systems across high-security environments.
Barry holds a Master of Science in Technology Leadership from Brown University, a Master of Professional Studies in Cybersecurity Risk Management from Georgetown University, and a Bachelor of Science in Cybersecurity Management and Policy from the University of Maryland Global Campus. He also holds an Executive Certificate from the University of Oxford and is currently pursuing an MBA at the Kellogg School of Management at Northwestern University.
